Chief Legislative Strategist
Courtney expertly champions legal policy for hemp agribusiness success, with an impressive track record of meaningful results.
Courtney worked closely with the offices of Senator Ron Wyden and former Senate Majority Leader Mitch McConnell in Washington, D.C. co-drafting the Hemp Farming Act of 2018 (S. 2667), and negotiating language included in the 2018 Farm Bill, The Agriculture Improvement Act of 2018, which led to the federal legalization of hemp.
On behalf of our clients, she co-authored and led the introduction and sponsorship of the pending federal Industrial Hemp Act of 2023 (S.980, H.R. 3755), to create a new sub-definition for “industrial hemp”, reduce regulatory barriers for grain and fiber farmers, and expand industrial hemp market opportunities.
Courtney is currently leading the collaboration on behalf of our clients on Oregon HB 4121 (2024) to protect Oregon Hemp Handler manufacturing, transportation, and interstate commerce; and reauthorization for the sale of "artificially derived cannabinoids" in the general market in Oregon.
Courtney continues to work hard to dispel misinformation, spread awareness about the exceptional benefits and untapped potential of hemp as an American-produced crop, and remove outdated restrictions and red tape.
