Client Victory Psychedelic Deprioritization Ordinance Passes Unanimously

On September 30, 2026, the City of Portland took a historic step toward recognizing the importance of personal use of natural psychedelics by passing Ordinance 192232, adding the Psychedelic Health and Safety Code as Chapter 14B.140 to the Portland City Code.


The ordinance establishes that the personal use of natural psychedelics is a low priority for law enforcement, while maintaining enforcement against driving under the influence, commercial sales, and other unsafe or unlawful activity. The ordinance passed the Portland City Council unanimously, with 10 ayes and 2 members absent.


The lobbying campaign to advance the ordinance was led by our Chief Legislative Strategist, Courtney N. Moran, LL.M., on behalf of the Portland Psychedelic Society Action Fund (PPSAF), in coordination with SWIFT Public Affairs and Kari Chisholm.


The thoughtful collaboration and engagement of the PPSAF Board was critical to the ordinance’s success. Board members worked to build support by meeting with City Councilors and their staff and engaging stakeholders throughout the legislative process.

The ordinance received three public hearings before the Community and Public Safety Committee before advancing to the Full City Council for its first reading and, ultimately, final passage.
