White House Budget Letter Signals Support for Federal Hemp Regulatory Reform

The White House is signaling continued support for federal hemp reform, with the Office of Management and Budget (OMB) urging Congress to revise federal hemp regulations as part of its June 24, 2026, letter to House Speaker Mike Johnson.


The letter specifically states:

"Furthermore, the Administration requests additional authorities that it strongly supports. These authorities include revising the Federal regulation of hemp to ensure the fair treatment of hemp products in a manner consistent with Amendment #54 offered to H.R. 8646 in the House Rules Committee, or, at minimum, an extension of implementation of the regulatory framework put in place by Section 781 of Public Law 119-37."

This language signals the Administration's continued interest in reforming the federal regulatory framework for hemp. By referencing Amendment #54 to H.R. 8646, the White House indicates its support for changes that would provide more consistent federal oversight of hemp products or, alternatively, delay implementation of the current regulatory framework established under Section 781 of Public Law 119-37.
